Anthropic is tightening Claude’s usage rules around propaganda, elections, weapons, surveillance and verbal abuse of its models. The policy takes effect Nov. 12, according to an Oct. 8 blog post.
Such rules could pull Anthropic further into policing how people use AI, after President Donald Trump backed a voluntary accord that largely allows AI companies to police themselves.
The AI developer said most changes reflect that Claude now handles longer tasks with less human supervision, requiring clearer safeguards.
The rules also address conduct the company labels "misuse," including propaganda campaigns, weapons software and surveillance. Anthropic says the rules aim to prevent deception, physical harm and nonconsensual tracking.
The abuse rule has a different rationale. Anthropic has not shown that cruel conversations harm Claude or affect its behavior. But the company says there is no scientific consensus on whether advanced AI can feel distress. Allowing Claude to end rare, extreme chats is a precaution.
The company provided no specifics on who decided the new rules and how, but said it seeks "input from across Anthropic, and from policymakers, subject matter experts, civil society and the people who use our products."
What Anthropic's new rules address
Deceptive campaigns: Bans fake accounts, fabricated news sites and artificial amplification.
Elections: Bars deception and disruption; ends a blanket ban on personalized targeting.
Weapons: Clarifies restrictions include software, components and armed autonomous vehicles.
Surveillance and policing: Bars nonconsensual tracking and surveillance tools, as well as recommendations about whom to investigate, arrest or charge.
High-risk uses: Requires human review and disclosure; adds controls for autonomous hardware.
Model abuse: Bars sustained, needless cruelty, with exceptions for frustration, dark themes and research.
Regions: Clarifies limits covering location, headquarters, incorporation, ownership and control.
The DeAI angle: Several decentralized AI projects, including Venice, tout their anti-censorship properties and present themselves as alternatives to centralized gatekeepers. Anthropic casts itself as a bulwark against manipulation, and ostensibly is acting in the public interest, but what oversight or transparency do users get when one company defines abuse, propaganda and acceptable political activity?
